Could I set up a pager to my hood ornament?

o.k. if some one is grabbing on my hood ornament try to steal it is there any possible way for it to page me when it gets pulled on also is it illegal to put a caddle prod on it so it cant be grabbed and it will burn the living hell out of someone?
