Does anyone else think that the city of Oakland, California...?

...Is crumbling in on itself? They were already known as "The Murder Capitol", but they have fire 10% of their police force and are now legalizing marijuana growing? People are shooting out the windows at cops and the crime has climbed to more than half and is still going up. Now they're legalizing pot growers for the money. But now there is already a fight between small growers and the larger growers. Now we're going to have legalized drug wars. Are the people running this city stupid? Retarded? Or do they just not live there and just don't care?
